The City Council last week unanimously approved changes to the city’s management and budget policies, which will lead to city employees being paid 5% above the average for Orange County cities. City Manager Dan Joseph said the adjustment would keep the city competitive with the rest of the county. The raises for this year will cost about $500,000 and are included in the approved 1999-2000 budget.
