The city’s transit officials are trying to gauge residents’ reactions to a proposal to build a light-rail system in the city. Designs call for a four-mile rail loop that would link John Wayne Airport with the Irvine Business Complex. The city plans to fund the proposed transportation system, named Guideway, with $125 million it received under Proposition 116, the 1990 statewide measure to fund rail projects. City officials must have a final proposal to the California Transportation Commission, the agency that funded the $4.4-million feasibility project study, in December. That commission would supervise construction.
