Violent crime in early 1999 is down 32% from the same period last year, according to a report to be released to city officials in early April. The report, which tracks such crimes as murder, rape and assault, shows an overall decline in violent crime for the first two months of this year compared with the first two months of 1998, said police spokesman Matt Reynolds. Police officials are reluctant to attribute the decrease to any particular factor, he said.
