City officials have decided to refer back to planning commissioners on whether to allow 22 apartment units to be built on Yorba Linda Boulevard near Lakeview Avenue after a resident contested the proposal. Billy Holder, owner of land adjacent to the property, said he has county and city documents from more than 30 years ago stating the land is a park and can be used for recreational purposes only.
Holder said he is considering legal action to prevent the land from being developed.
