Re “Spain Lays Out Charges Against Pinochet,” Sept. 28:
When Gen. Augusto Pinochet was the dictator of Chile, he believed himself to be omnipotent. “Not a leaf trembles in this country without my knowing it,” he said then. Today he is under house arrest in Britain and fighting extradition to Spain, where he is charged with crimes of torture and murder committed under his rule. Pinochet now says he was not responsible for those atrocities: “I didn’t have time to control what others were doing.” When he ruled Chile, he lied in triumph; now he lies in desperation.
