* Helane L. Morrison, an assistant district administrator at the Securities and Exchange Commission, was promoted to lead the SEC San Francisco district office. Morrison, 46, joined the SEC three years ago. She succeeds David B. Bayless, who left the agency in May to join a law firm. In her new post, Morrison will oversee the office’s enforcement and examination programs.

* RDO Equipment Co. of Fargo, N.D., has purchased Volvo truck dealerships with full-service truck centers located in Long Beach and Riverside, and a used-truck outlet in Fontana. Terms were not disclosed. RDO operates 68 retail stores in 11 states that distribute, sell, rent, service and finance freight trucks.
