The need for hiring additional city staff was a question most City Council members asked as the council wrapped up its final workshop on a proposed two-year budget.
City Councilman Tom Harman wondered why the police department requested four more parking control officers.
Police Chief Ron Lowenberg said they are needed to enforce parking restrictions for twice-a-month street sweeping.
City Councilman Dave Sullivan questioned how bringing aboard four full-time engineers could save the city $344,000 per year, rather than hiring private contractors, as an Aug. 25 city memo shows.
The council also gave preliminary approval to set aside $150,000 to pay for a resident-initiated ballot measure that would rezone back to residential the commercial area on Talbert Avenue where Wal-Mart plans to build.
