Though candidates for the City Council could agree on the proposed El Toro airport--they all are against it--they agreed on little else during a forum last week.
Key among their differences: whether to build a city hall in a few years. The present council meets in the board room of Leisure World’s Administration Building.
The council should budget for a new multipurpose building that would include a city hall, said candidate Helen Mencher, one of nine vying for a seat on the council.
Councilman Victor Kay, one of three incumbents in the race, said money would be spent more effectively by renting a different space for a city hall instead of building a new one.
