Bright Lights at Balboa Park

Last night at about 7 p.m., I was driving past Balboa Park. On my radio was a person talking about conserving energy.
I noticed that in the park were about 16 tennis courts all lit up. Each court had at least four high-powered lights turned on.
There was not a single person on any of these courts.
When I drove back past the park at 9 p.m., the lights were still on and the courts were still empty.
I don’t believe that this park is any different from any other park in the city, county or state.
