Panel Accepts Report on Adding Water Supplies

The City Council has voted 4 to 1 to accept a strongly worded report saying the city may be forced to halt construction in three to five years if it does not “expeditiously develop new water supplies.”
Councilwoman Christine Mulholland would not endorse the report, primarily because it contained those words. The city should live within its means, she said.
Effectively, that would mean stopping growth somewhere short of the 56,000 population the city now officially considers its target.
