High School Players: This Draft’s for You

Do I have this right?
If a high school player declares for the NBA draft and goes undrafted, he cannot enter the draft again. He can then go back to school, play for a few years and, if good enough, entertain offers as an unrestricted free agent. If he is drafted, say in the low second round and does not wish to sign, he can attend school with the drafting team retaining his rights until one year after he has withdrawn from college. If he improves, he can drop out of school, wait a year and re-enter the draft, hoping to go in the first round. He can also approach the drafting team after one or more successful college seasons, and/or a growth spurt, and let them know that he will not sit out a year after withdrawing from college, and live on the sneaker money he has already been offered, if they pay him first-round money.
What is the downside, other than sitting out a year, for any (or all) high school players declaring for the draft?
