Every day The Times brings us shocking new revelations of misappropriations for personal benefit, of gross self-overcompensation and charges of outright looting by senior executives of publicly held corporations (“Former Tyco Executives Are Indicted,” Sept. 13). It’s becoming clear that we are not as moral a country as we have been taught to believe, that we stock investors have been naive, that the game is rigged and that “public trust” is no more than a sucker punch. It’s time Congress created some fundamental legal rules on how publicly held corporations function.
