Licenses for Visitors

Now that illegal immigrants can get driver’s licenses, will people from other countries here on a legitimate visa be able to get driver’s licenses without having their applications scrutinized by the new Bureau of Citizenship and Immigration Services? I had a foreign college student living with me who applied for a driver’s license, paid her fee and passed her test. But she never received a license because her application had to go through the old Immigration and Naturalization Service and it never got around to reviewing it. She could not get a response from the Department of Motor Vehicles either. I have written to my representatives in Sacramento and Washington about this, but have yet to hear from them.
