Parliament Approves Putin’s Pick for Premier

Russia’s overwhelmingly pro-Kremlin parliament approved President Vladimir V. Putin’s nominee for prime minister, setting the stage for a new Cabinet to take over as Putin heads into a March 14 election in which he is virtually assured of winning a second term.
Lawmakers in the State Duma, the lower house of parliament, voted 352 to 58 to confirm Mikhail Fradkov for the No. 2 post in the nation. Putin nominated Fradkov, 53, a week after firing longtime Prime Minister Mikhail M. Kasyanov.
