Smoking on the Beach? Prepare to Pay a Fine

The smoking ban at city beaches, piers, beach walkways, wharves and inspiration points took effect Thursday.
Police plan a 30-day education program to remind people of the new law. Citations start at $100 and could climb to $500 for subsequent violations.
San Clemente, Huntington Beach, Solana Beach and Santa Monica are among the other beaches that ban smoking.
