Re “U.S. to Seize Cal State Prison Health System,” July 1: U.S. District Judge Thelton Henderson was overly kind in attributing unacceptable prisoner deaths to neglect and incompetence on the part of low-level Department of Corrections employees.
Disregard of repeated court warnings constitutes deliberate refusal to comply thereto by one or more state officials who, no matter how highly placed, should answer to appropriate criminal charges.
