Parliament Deals Blow to Anti-Terrorism Bill

British Prime Minister Tony Blair’s anti-terrorism bill suffered a blow when Parliament’s upper chamber insisted that only judges should be able to impose sweeping controls over suspects.
The House of Lords voted 249 to 119 to amend the bill so only courts could restrict a suspect’s movements and impose curfews and other controls. The measure aimed to allow a government minister to act swiftly against suspects without court action.
