Indian Prime Minister Manmohan Singh invited Kashmir’s separatists for peace talks, a move that could boost efforts to end the decades-old dispute between India and Pakistan over the Himalayan region.
Singh offered to hold talks Monday with the moderate faction of Kashmir’s main separatist alliance, the All Parties Hurriyat Conference, said Sanjaya Baru, the prime minister’s spokesman.
The talks would come before a meeting planned for Sept. 14 between Singh and Pakistani President Pervez Musharraf in New York.
