U.S. Will Discuss Kuwait Refinery Plan

The White House said it looked forward to discussing a Kuwaiti proposal to construct an oil refinery in the United States.
Sunday, Kuwait’s oil minister said his nation might sign a memorandum of understanding in October to build a facility with the capability to refine 200,000 to 250,000 barrels per day.
Sheik Ahmed Fahd al Ahmed al Sabah, speaking to reporters in Vienna, did not provide any details.
Permit requirements and landowner objections have blocked new U.S. refinery building since 1976.
