First Payment OKd for Great Park Design Work

The governing board charged with overseeing construction of an urban park at the closed El Toro Marine base approved the first payment for design work Thursday.
Landscape architect Ken Smith will receive $372,000 from the Orange County Great Park Corp., including $50,000 for a design office in Irvine and $11,000 for travel costs from New York, where Smith is based, officials said.
The park will be built with $401 million in development fees paid by Lennar Corp., which also is building homes and businesses at the former base.
