No Sign American Was Plotting, Envoy Says

U.S. Ambassador Michael Marine said he had seen no evidence that an American pro-democracy activist detained three weeks ago in Ho Chi Minh City was plotting an attack against a U.S. target in Vietnam.
Marine said Vietnamese authorities informed U.S. officials that Vietnamese-born Cong Thanh Do, 47, of San Jose, Calif., may have been planning terrorist activities. He is a member of the People’s Democratic Party of Vietnam, an anti-communist group, his family has said.
