City to Hire Lawyer for Term-Limits Measure

The City Council voted 9 to 2 on Tuesday to spend $26,000 to hire outside lawyers to defend Measure R, which would ease term limits for the council.
The ballot measure was declared unconstitutional by a Superior Court judge earlier this month because it links term limits to lobbyist restrictions. An appeals court allowed the measure to remain on the Nov. 7 ballot pending a hearing next month.
