FCC says Internet calls can use local phone lines

Rural telephone companies must let carriers such as Verizon Communications Inc. use local lines to connect Internet-based calls, said U.S. regulators, who want to boost phone competition and increase high-speed online access.
The Federal Communications Commission order overrides rulings by state regulators in South Carolina and Nebraska that barred certain carriers from connecting calls to traditional local phone lines using voice over Internet protocol.
