Rep. Tom McMillen (D-Md.), a former NBA player and Rhodes Scholar, introduced a bill in Congress last week that would encourage high schools to require students participating in extracurricular activities to maintain at least C averages.
The schools would be rewarded with bonuses equal to 10% of their federal money if they adhere to the standard.
